The USDA Rural Utilities Service (USDA) recently announced they will be accepting applications for their 2025 Distance Learning and Telemedicine (DLT) grant program, with a funding availability of $40 million for this fiscal year. Award amounts range from $50,000 to $1 million and match funding of 15 percent of project costs is required. Applications are due March 6, 2025.

What is the program’s purpose?

To make progress toward the goal of digital equity throughout the country, the DLT program helps rural communities use advanced telecommunications technology to connect to each other - and the world - overcoming the effects of remoteness and low population density. DLT grant funds support the use of telecommunications-enabled information, audio and video equipment, and related advanced technologies by students, teachers, medical professionals, and rural residents. These grants are intended to increase rural access to education, training, and health care resources.

How may the funds be used?

Funds can be used for:

• Acquiring and installing, by lease or purchase, eligible equipment that delivers education or medical care to end users at remote sites via telecommunications.
• Purchases of extended warranties, site licenses, and maintenance contracts.
• Acquiring or developing instructional programming that is a capital asset.
• Providing technical assistance and instruction for using eligible equipment.
• Purchasing and installing broadband facilities.

Who is eligible to apply?

Eligible applicants include most entities that provide education or health care through telecommunications, including:

• State and local governmental organizations
• Federally-recognized Tribes
• Non-profit organizations
• Incorporated, for-profit businesses
• Groups of eligible entities working together

Additionally, eligible applicants must do one of the following:

• Operate a rural community facility;
• Deliver distance learning or telemedicine services to entities that operate a rural community facility; or
• Deliver distance learning or telemedicine services to residents of rural areas at rates calculated to ensure that the benefit of the financial assistance is passed through to such entities or to residents of rural areas.

What are the anticipated funding amounts and duration?

Awards are expected to range in size from $50,000 to $1 million, with the anticipated program start being September 30, 2025 and a three-year project period.

Match funding is required in the amount of 15 percent of eligible project costs.

When is the application deadline?

Applicants are due on March 6, 2025 by 11:59 pm ET.
